Rahul Gandhi and Akhilesh Yadav Face Tough Seat-Sharing Test in UP

The political relationship between the Congress and Samajwadi Party is entering an important phase as both parties prepare for the UP Election 2027. The two allies have worked together in recent electoral contests, but the upcoming Uttar Pradesh Assembly election is expected to bring a difficult question to the forefront: how many seats should each party contest? The issue has become more visible as Congress leaders have expressed greater confidence in the party's position, while Samajwadi Party chief Akhilesh Yadav has continued to emphasise his party's organisational and electoral strength in Uttar Pradesh. The Election Commission lists Uttar Pradesh as having 403 Assembly constituencies, making seat-sharing a significant organisational exercise for any alliance.

Akhilesh Yadav's PDA Yatra Sends a Political Signal

Akhilesh Yadav recently began a PDA yatra from Rae Bareilly, a constituency area closely associated with the Congress and the Gandhi family. According to the NDTV analysis, the choice of Rae Bareilly is being viewed within political circles as a signal before the two parties begin serious negotiations over seat distribution. The Samajwadi Party's argument is based largely on its wider organisational presence and its recent electoral performance in the state. The party is expected to seek a substantial share of Assembly constituencies rather than simply accept a formula based on the Congress's recent improvement. The Congress, meanwhile, is seeking to use what it sees as increased political visibility under Rahul Gandhi to strengthen its position at the negotiation table.

Why Seat Sharing Could Become Difficult

The central issue is not whether the two parties need cooperation. Both sides have reasons to maintain an alliance. The more complicated question is how the seats should be divided. Reports indicate that the SP is examining constituencies that could be allocated to Congress, while Congress is expected to seek a larger number of seats than the SP may initially be willing to offer. NDTV has separately reported that discussions around a possible formula include different estimates from both sides. The Congress is reportedly looking at constituencies where the SP has struggled in previous Assembly elections. Its argument is that these seats could provide space for Congress candidates without significantly affecting the SP's strongest areas.

Rahul Gandhi's Recent Political Activity Adds Another Dimension

The Congress has been highlighting Rahul Gandhi's recent public engagements, including outreach to young voters and campaigns around social and constitutional issues. Party leaders cited in the NDTV analysis believe these activities have improved the Congress's organisational mood in Uttar Pradesh. However, the extent to which this translates into electoral strength remains a matter for the election itself rather than something that can be established in advance. The Congress has also undertaken an organisational exercise in Uttar Pradesh, with teams working across districts and blocks to assess the party's structure and identify areas requiring organisational appointments. This effort is particularly important because the party's negotiating position will depend not only on national visibility but also on its ability to field candidates and mobilise workers at the constituency level.

The SP's Electoral Position Remains Central to Negotiations

For Akhilesh Yadav, the negotiations involve more than simply deciding how many seats Congress should receive. The Samajwadi Party also has to consider representation for different social groups under its PDA framework, which refers to backward classes, Dalits and minorities. Giving too many constituencies to an ally could also create dissatisfaction among party workers and prospective candidates who want to contest from their own areas. This makes the seat-sharing process a balancing exercise between alliance requirements and the SP's internal political calculations.

What Happened in Earlier SP-Congress Alliances?

The Congress and SP have previously contested elections together in Uttar Pradesh, including the 2017 Assembly election and the 2024 Lok Sabha election. Their 2017 alliance produced a different political environment. Congress contested more than 100 Assembly seats, but the alliance did not produce the result the two parties had sought. The 2024 Lok Sabha election presented a different picture. The SP and Congress again worked together as part of the broader opposition arrangement. The Election Commission's official election material provides the constituency and result framework for the 2024 Lok Sabha election. The 2024 experience has therefore become an important reference point for both parties while they examine the next alliance formula.

Congress Wants More Space, SP Wants to Protect Its Base

The Congress's argument is that its recent visibility gives it a reason to ask for a meaningful share of seats. Party leaders believe that a stronger Congress presence could help bring together sections of voters who may not automatically support the Samajwadi Party. The SP, on the other hand, has to consider its existing social coalition and constituency-level organisation. Its leadership may therefore prefer to retain a larger number of seats where the party already has established structures. This difference explains why the upcoming negotiations could become complicated even if both sides remain committed to working together.

The Dalit and Muslim Vote Factor

The social composition of Uttar Pradesh is another important element in the alliance discussion. The Congress is seeking to present itself as capable of attracting support beyond the SP's traditional political base. The party's argument includes outreach among Dalit and minority voters as well as sections of upper-caste voters. The SP's PDA framework similarly seeks broader social representation. The two approaches can overlap in some constituencies, but they can also create competition over the same voter groups. That makes the distribution of seats especially significant in constituencies where both parties believe they can build a viable campaign.

Why 2027 Will Be Different From 2024

The 2024 Lok Sabha election and the 2027 Assembly election are different electoral contests. The former involved parliamentary constituencies, while the latter will cover all 403 Assembly seats in Uttar Pradesh. The Congress and SP therefore cannot simply copy the 2024 arrangement. Assembly-level calculations are more localised. Candidate selection, local organisation, caste composition, previous Assembly results and individual candidate strength can all influence negotiations. This means that both parties are likely to conduct constituency-by-constituency assessments before reaching a final formula.

What Happens If Negotiations Become Difficult?

The two parties have previously experienced disagreements over individual constituencies. In some cases, both parties have contested seats separately when an agreement could not be reached. For the upcoming Samajwadi Party Congress Alliance, avoiding such situations will be an important part of the negotiation process. Both parties have publicly discussed cooperation, but differences over seat allocation remain possible. The final arrangement will depend on negotiations between their respective leaderships and the assessments made by their state organisations.

The Bigger Political Picture

The developing situation in Uttar Pradesh is therefore less about a simple disagreement between two leaders and more about how two political organisations with different strengths attempt to work within a single electoral arrangement. Rahul Gandhi's recent political activity has given Congress leaders greater confidence in demanding a meaningful role. At the same time, Akhilesh Yadav's position is supported by the SP's established organisation and its role as a major opposition party in the state.
