NCR Industries May Get 30-40% Subsidy to Install Pollution Control Devices

The Union government is considering a new financial support scheme for industries operating in the National Capital Region to encourage the installation of Air Pollution Control Devices. Under the proposed programme, eligible industries could receive subsidies covering around 30% to 40% of the cost, while businesses would bear the remaining expenditure. The proposal is aimed at strengthening industrial pollution control before the winter season, when air quality across Delhi and surrounding NCR areas often becomes a major concern. The proposed scheme is expected to work alongside the government's existing measures targeting vehicle emissions and other sources of pollution.

Proposed Swacch Pawan Neel Gagan Scheme

The new programme is likely to be called Swacch Pawan Neel Gagan. According to officials cited by Hindustan Times, the proposed scheme has an estimated allocation of around โ‚น600 crore and has received approval from the Expenditure Finance Committee. The proposal is awaiting final clearances. Since its proposed allocation is below the โ‚น1,000 crore threshold mentioned by the officials, it would not require approval from the Union Cabinet before implementation. The programme is expected to involve multiple government ministries and agencies, with funding routed through the National Capital Region Planning Board under the Union housing and urban affairs ministry. The environment ministry would oversee the institutional implementation.

How the Industrial Subsidy Could Work

Under the proposal, industries identified as pollution sources could receive financial assistance to install or upgrade pollution-control equipment. The government would cover approximately 30% to 40% of the eligible cost, while the participating industries would finance the remaining portion. The objective is to encourage industries to invest in cleaner operations rather than relying only on enforcement measures. Authorities also plan to use data from Air Quality Index (AQI) monitoring sensors to identify pollution sources and support targeted enforcement. Officials said units found violating pollution norms could face temporary closure where necessary.

Parivartan Scheme to Address Vehicle Pollution

The proposed industrial scheme is expected to complement the Parivartan scheme, which was approved by the Union Cabinet in June. Parivartan focuses on replacing older Bharat Stage-IV and earlier commercial vehicles operating in the NCR with cleaner BS-VI vehicles or electric alternatives. The scheme provides financial support equivalent to around 30% to 40% of the cost of newer vehicles, according to the report. Together, the two initiatives are intended to address different sources of air pollution, with one focusing on industrial emissions and the other targeting older commercial vehicles.

Road Dust Also Under Government Focus

Industrial emissions are not the only issue being targeted ahead of winter. Government agencies are also working on reducing road dust, which can contribute to particulate pollution in Delhi and other NCR cities. The Union government is coordinating with the Municipal Corporation of Delhi, New Delhi Municipal Council, Delhi Development Authority and several civic bodies across the NCR. Officials have pointed to open patches along roads and pavements as potential sources of fugitive dust. Road remediation work is being undertaken through regular maintenance budgets, according to the report.

No PUCC, No Fuel Rule

Another major measure involves the Pollution Under Control Certificate (PUCC) system. Petrol, diesel, CNG and LPG stations in Delhi have been directed to deny fuel to vehicles that do not have a valid PUCC. The enforcement drive is expected to cover around 500 fuel stations equipped with Automatic Number Plate Recognition technology. End-of-life vehicles will also be targeted under the enforcement campaign.

Restrictions on Older Vehicles and Construction

The winter pollution plan also includes restrictions on certain vehicles entering Delhi. From November 1, petrol and diesel vehicles registered outside Delhi that do not meet BS-VI emission standards are expected to face entry restrictions, while CNG and electric vehicles would be exempt. Dust-generating construction and demolition activities are also scheduled to face restrictions from November 1 to January 31. A complete construction ban is planned for December 10 to January 20 under the announced winter measures.

Parking, Work From Home and Public Transport Measures

The wider plan includes several measures aimed at reducing traffic-related emissions. Parking charges at authorised parking locations are planned to be doubled between November 1 and February 28. The government also plans staggered office timings and 50% work-from-home arrangements for government and private offices. Public transport is another key component. Authorities plan to add 150 electric buses, encourage Metro use and strengthen public transport connectivity. Mechanised road sweeping will also be expanded, while enforcement will be intensified at 37 identified pollution hotspots.

Why the Proposal Matters for NCR

The proposed industrial subsidy scheme comes ahead of the winter period, when Delhi and the surrounding NCR region can experience worsening air quality due to a combination of emissions, weather conditions, dust and other pollution sources. By sharing part of the cost of pollution-control equipment, the proposed programme could encourage eligible industrial units to upgrade their emission-control systems. At the same time, the government is combining financial incentives with monitoring and enforcement measures. The final eligibility conditions, subsidy structure and implementation details will depend on the government's pending approvals.
