Prime Minister Narendra Modi has welcomed Parliament's approval of the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026, describing it as a major milestone in strengthening India's examination system. In a video shared on social media, the Prime Minister said the legislation reflects the government's commitment to ensuring fair and transparent public examinations.

He said the new law marks an important step toward creating a trustworthy examination process and reaffirmed that the government will continue taking strict action against paper leak networks operating across the country.

Government Promises Stronger Examination Reforms

Speaking in the video, PM Modi noted that paper leak incidents have affected students for decades under different governments, making comprehensive examination reforms essential. He said Parliament held detailed discussions before approving the bill and emphasized that strong legal provisions were necessary to eliminate examination fraud.

The Prime Minister urged citizens to work together toward building a reliable education system and achieving the vision of 'Viksit Bharat'.

Bill Passed by Both Houses of Parliament

The Rajya Sabha passed the amendment bill through a voice vote after it had already received approval in the Lok Sabha. With parliamentary clearance complete, the legislation will now be sent to President Droupadi Murmu for her assent before it becomes law.

The bill was introduced following concerns over repeated examination paper leaks and demands for stronger legal action against those responsible.

Strict Punishments for Exam Fraud

The legislation introduces stringent penalties for individuals involved in paper leaks and other unfair examination practices.

Under the proposed law:

• Individuals found guilty can face five to ten years of imprisonment.
• Courts may impose fines of up to ₹50 lakh.
• Organized examination fraud can result in a minimum seven-year jail term.
• Organized crime related to paper leaks may also attract fines of at least ₹10 crore.

The government believes these provisions will act as a strong deterrent against examination malpractice.

Opposition Raises Objections

Several opposition parties criticised the legislation, arguing that it does not fully address the concerns surrounding recent examination controversies. They also demanded accountability over police action during protests related to alleged irregularities in competitive examinations.

Meanwhile, BJP leaders defended the bill, stating that the government remains committed to protecting students' interests and ensuring a transparent recruitment and examination process across the country.

Focus Remains on Fair Examinations

The government has maintained that strengthening the examination system remains a priority. Officials say the new legislation is intended to restore confidence among students and ensure that public examinations are conducted in a transparent, secure, and credible manner.

If approved by the President, the law is expected to become one of India's strongest legal measures against paper leaks and organized examination fraud.
