LPG Aadhaar Authentication: New Rule For Subsidised LPG From October 1

From October 1, 2026, a major change is coming for domestic cooking gas consumers who receive subsidy benefits. The government has made LPG Aadhaar Authentication necessary for consumers who want to book subsidised domestic LPG refills at the regulated retail selling price. The move is aimed at ensuring that the subsidy reaches eligible consumers and that LPG connections are properly verified. The Petroleum and Natural Gas Ministry has urged consumers who have not yet completed Biometric Aadhaar Authentication to complete the process before the new rule comes into effect. According to the latest government data, 27.43 crore active domestic LPG consumers, representing 89.9 per cent of the total, had already completed the authentication process by September 19, 2026.

What Changes From October 1 For LPG Consumers?

The biggest change is linked to the subsidy component of domestic LPG refills. From October 1, consumers who have completed biometric authentication will continue to be able to book eligible refills at the regulated retail selling price with applicable subsidy. Consumers who have not completed the process will first need to complete authentication before subsidised refill booking is enabled. The government has clarified that consumers who have already completed the process do not need to authenticate again. Their LPG refill arrangements will continue as before.

Who Needs To Complete LPG Aadhaar Authentication?

The requirement primarily affects domestic LPG consumers who are eligible for subsidy but have not yet completed biometric Aadhaar authentication. For these consumers, the authentication connects the LPG consumer record with an Aadhaar-authenticated identity. The government says the system is intended to improve verification and ensure that subsidised LPG benefits are directed towards genuine beneficiaries. Consumers already covered by the authentication process do not have to repeat it. The issue is particularly important for households receiving targeted benefits under schemes such as the Pradhan Mantri Ujjwala Yojana and other applicable LPG subsidy arrangements.

What Happens If You Do Not Complete The Process?

One important point is that failure to complete biometric authentication does not mean that a consumer will simply be unable to obtain LPG under all circumstances. According to the government's latest clarification, consumers who are unwilling or unable to complete the authentication can still receive LPG after registering their choice through their oil marketing company's available digital channels. However, such consumers would receive LPG at the applicable market price without subsidy, with 5 kg or 10 kg cylinders subject to local availability with the concerned oil marketing company. Therefore, the major financial impact of not completing the process is connected to the subsidy rather than an absolute ban on LPG supply.

How Can LPG Aadhaar Authentication Be Completed?

The government has provided several options so consumers do not necessarily have to make a separate trip to complete the process. One option is to complete the authentication when the next refill is delivered. The delivery executive can use the relevant oil marketing company's mobile application to complete the process at the consumer's doorstep. Consumers can also visit their LPG distributor's showroom and complete the authentication there. A third option is to complete the process themselves using the mobile application of their LPG company from home. The government has listed different applications for different oil marketing companies, including IndianOil ONE for Indane customers, HelloBPCL for Bharatgas customers and HP PAY for HP Gas customers.

Where Can Consumers Complete The Process?

The authentication facility is available through multiple channels across urban and rural areas.

Consumers can use:

  • The LPG delivery process

  • Their distributor's showroom

  • The concerned oil marketing company's mobile application

  • Other authorised digital channels where available

The Petroleum Ministry has also advised consumers who have not yet completed the process to do so before October 1 rather than waiting for the new requirement to take effect.

Why Is The Government Introducing This Requirement?

The government says the main purpose of Biometric Aadhaar Authentication is better targeting of LPG subsidy. According to the Petroleum Ministry, linking LPG connections with Aadhaar-authenticated consumers can help identify duplicate or ineligible connections and reduce the possibility of subsidised domestic cylinders being diverted for commercial or industrial use. The government has also described the measure as part of efforts to make subsidy delivery more targeted and transparent. This makes the October 1 change more than a routine documentation exercise. For eligible households, authentication is directly connected with access to the applicable subsidised refill price.

How Many LPG Consumers Have Already Completed Authentication?

The scale of the process is significant. As of September 19, 2026, 27.43 crore active domestic LPG consumers had completed biometric Aadhaar authentication. This represented 89.9 per cent of active domestic LPG consumers, according to the Petroleum Ministry. The government had initially set June 30 as the deadline. It subsequently extended the deadline several times, including to July 31, August 7, August 15, August 23, August 31, September 7 and finally September 14. The repeated extensions gave consumers additional time to complete the process before the October 1 requirement.

What Is The Connection Between Aadhaar Authentication And LPG Subsidy?

The LPG subsidy system is designed to make domestic cooking fuel more affordable for eligible households. Under the new arrangement, authentication is being used to establish that the LPG connection is associated with an authenticated consumer. The Petroleum Ministry has stated that domestic LPG is sold below cost and that the implicit subsidy for September 2026 is around โ‚น210 per 14.2 kg cylinder. The ministry also reported substantial government compensation to oil marketing companies to support domestic LPG affordability. The government therefore argues that accurately identifying beneficiaries is important for maintaining targeted subsidy support.

What Should LPG Consumers Do Now?

Consumers who have already completed LPG e-KYC or biometric authentication do not need to take any further action, according to the government. Those who have not completed the process should check their status and use one of the available authentication options before October 1. For many consumers, the simplest option may be completing the process through the LPG delivery executive when the next refill arrives. Others can use their distributor's showroom or the relevant mobile application. The key point is that consumers should not assume that every LPG connection automatically qualifies for the subsidised price after October 1. The authentication status will matter for subsidised refill booking.

What Is The New LPG Rule From October 1?

From October 1, 2026, domestic LPG consumers who want subsidised refills at the regulated retail selling price must have completed Biometric Aadhaar Authentication. Consumers who have already completed authentication do not need to repeat it. Those who have not completed it can authenticate during delivery, at the distributor's showroom or through the relevant oil marketing company's mobile application.
