Foreign Contribution (Regulation) Amendment Bill, 2026, is set to be discussed and considered for passage in Parliament on August 12 as the Central government continues efforts to break the ongoing political deadlock during the Monsoon Session.

The proposed legislation has become one of the key issues before Parliament, with the Centre engaging Opposition parties to ensure the smooth functioning of both Houses and enable discussion on pending legislative business.

Amit Shah Assures Bill Will Not Be Retrospective

Mizoram Chief Minister Lalduhoma met Union Home Minister Amit Shah in New Delhi along with a delegation of church leaders to express concerns regarding the proposed amendments.

After the meeting, Lalduhoma said the Home Minister assured the delegation that the new law would not be implemented retrospectively. He added that the Bill is expected to be taken up for debate in Parliament on August 12.

The assurance is expected to address concerns that organisations could otherwise face legal consequences for actions taken before the law comes into force.

Church Leaders Raise Concerns

The delegation included representatives from the Mizoram Kohhran Hruaitu Committee (MKHC) and the Council of Churches in Mizoram (CCM), two of the state's major church bodies.

In a memorandum submitted to the Home Minister, the delegation requested that the proposed legislation be applied only prospectively. They argued that retrospective implementation could create legal uncertainty and expose genuine non-governmental organisations to penalties for earlier procedural issues.

The church leaders urged the Centre to ensure that the law protects organisations that have complied with existing legal requirements while maintaining transparency in foreign funding.

What the FCRA Amendment Bill Proposes

The proposed amendment seeks to strengthen government oversight of organisations receiving foreign contributions under the Foreign Contribution (Regulation) Act.

Among its major provisions is the creation of a designated authority empowered to manage the assets of NGOs whose FCRA registration or licence is cancelled. The government says the changes are aimed at improving transparency, accountability and regulatory oversight of foreign-funded entities operating in India.

The Bill was introduced in the Lok Sabha on March 25 and has since drawn criticism from Opposition parties and sections of civil society.

Parliament Deadlock Continues

The legislation comes amid continued disruptions in Parliament, with Opposition parties demanding further discussion on the Bill and expressing concerns over its impact on non-governmental organisations.

The Centre has been holding discussions with Opposition leaders to end the impasse and allow Parliament to function normally during the remaining days of the Monsoon Session.

If consensus is reached, lawmakers are expected to debate the Bill in detail before voting on its passage.
