Election Commission Orders Special Drive for Left-Out Voters After SIR

The Election Commission of India has directed electoral authorities in states and Union Territories where the Special Intensive Revision (SIR) of electoral rolls has been completed to conduct special enrolment drives for eligible people whose names may have been left out of the electoral rolls. The exercise will also cover young citizens and first-time eligible voters who need to be added to the electoral register. The Election Commission said the process will operate through continuous updation of electoral rolls, giving eligible citizens an opportunity to seek inclusion after the revision exercise. The directive covers 20 states and Union Territories where SIR has already been completed, including Bihar and West Bengal. The Election Commission has instructed Chief Electoral Officers, District Election Officers and Electoral Registration Officers to facilitate the enrolment process.

Why Has the Election Commission Ordered the Special Drive?

The special campaign is intended to address cases in which eligible voters may have been left out during or after the electoral-roll revision. The Election Commission's stated objective for SIR is to ensure that eligible citizens are included in the electoral roll while ineligible entries are not retained. Its official material describes the exercise as a process intended to improve the accuracy of electoral rolls. Following completion of SIR in the concerned states and Union Territories, authorities have now been asked to undertake a separate effort to identify eligible people who still need to be enrolled. The move also creates a route for young people who have become eligible to vote and for first-time electors who were not previously registered.

How Can Left-Out Voters Apply?

Eligible citizens who were left out during or after SIR can seek inclusion through the continuous-updation process by submitting Form 6 to the appropriate Electoral Registration Officer. The Election Commission has directed local electoral authorities to assist applicants during this process. Recent reporting also indicates that the additional SIR-related declaration that had been associated with Form 6 has been removed in areas where the SIR exercise has already been completed. This means the statutory enrolment route remains available to eligible applicants even after the intensive revision exercise has concluded in a particular state or Union Territory. The application will still be subject to the prescribed verification and eligibility requirements.

Booth-Level Officers to Conduct House-to-House Visits

An important part of the campaign will involve Booth Level Officers, or BLOs. According to the Election Commission's instructions reported by NDTV, BLOs will conduct house-to-house visits to identify people whose names were left out and determine their present status. Where a person is found to be eligible, officials will facilitate the filing of Form 6. The officers have been asked to cover around 20 to 25 electors every week so that the exercise can be completed in approximately one month. BLOs will also identify young and first-time eligible voters during these visits and help them complete the enrolment process where required. This field-level exercise is intended to make the process more accessible for people who may not otherwise approach election offices themselves.

What Does the 13 Crore Figure Mean?

The special drive comes amid scrutiny of the large number of names removed from draft electoral rolls during SIR. Around 13 crore names were reported as having been removed from draft rolls across states and Union Territories during the revision process. However, the figure represents deletions from draft electoral rolls and should not be interpreted as meaning that all 13 crore people were eligible voters who were wrongly excluded. Names can be absent from a draft roll for different reasons, including death, migration, duplication or other circumstances requiring verification. The distinction between draft-roll deletions and confirmed exclusion of eligible voters is therefore important when assessing the figures.

Young and First-Time Voters Included

The Election Commission's latest instructions specifically include young and first-time eligible electors in the special enrolment exercise. This is significant because voter rolls are continuously updated as citizens reach the eligible age and become entitled to register. Authorities have been asked to identify such people during field visits and assist them with the required enrolment process. The objective is to ensure that eligible citizens who were not part of the electoral roll during SIR still have an opportunity to seek registration through the normal statutory process.

Goa Cases Highlight Verification Challenges

Goa has emerged as one example of the challenges involved in dealing with omissions following electoral-roll revision. According to the report provided, voters in the state had been flagged for what were described as logical discrepancies and were given an opportunity to provide documents and raise objections. A total of 649 electors reportedly came forward, after which their cases were examined by Electoral Registration Officers and Assistant Electoral Registration Officers. The examination identified 97 people as eligible for inclusion, although their names were not initially reflected in the final roll. Subsequent information provided by the Goa Chief Electoral Officer indicated that 88 of those cases had eventually been enrolled, while six people were abroad and three were Portuguese passport holders. These cases demonstrate why electoral authorities need to distinguish between people who were inadvertently left out and cases where eligibility requires additional examination.

What Role Will Electoral Officers Play?

The Election Commission has assigned responsibilities at several levels of the electoral administration. Chief Electoral Officers will oversee implementation at the state or Union Territory level. District Election Officers and Electoral Registration Officers will facilitate applications and enrolment, while Booth Level Officers will carry out ground-level identification and assistance. The process is intended to work through continuous updating rather than reopening the entire SIR exercise. This allows eligible citizens who were not included in the revised roll to use the established enrolment mechanism.

SIR and the Continuous Updating Process

SIR is a more intensive exercise than the routine updating of electoral rolls. It involves verification and revision of electoral records, including field-level enumeration. The Election Commission has separately maintained the continuous-updation mechanism through which eligible citizens can seek registration or correction of their electoral details. The latest special drive connects the two processes by providing additional assistance to people who may have been left out after the intensive revision. The Commission's official material states that the broader purpose of SIR is to ensure that eligible citizens are not left out while ineligible persons are not included.

What Happens After Form 6 Is Submitted?

Submitting Form 6 does not automatically mean that a name will be added to the electoral roll. The application is processed by the relevant electoral authorities under the applicable rules. Officials verify the information and determine whether the applicant meets the requirements for registration. The special drive is therefore an opportunity to seek inclusion, rather than an automatic restoration mechanism for every person whose name is absent from a draft or final roll. The Election Commission has asked officials to provide assistance so that eligible applicants can complete the prescribed process.

Why This Development Matters

The special enrolment campaign adds another stage to the electoral-roll process after SIR has been completed in the concerned areas. For eligible citizens, the immediate significance is that being absent from a revised roll does not necessarily end the opportunity to seek registration. The Election Commission has created a continuing route through Form 6 and directed election officials to actively assist potential electors. The campaign also places greater emphasis on field-level verification, particularly through BLO visits. At the same time, the large deletion figures must be read carefully because draft-roll deletions include different categories of cases and do not by themselves establish that all removed names belonged to eligible voters.
