A major tragedy in Delhi's Satya Niketan area has raised serious questions over the safety of buildings being used as paying guest accommodation. A five-storey building operating as a boys' PG collapsed on Sunday, resulting in the deaths of at least seven people and leaving several others injured. The incident has now triggered a wider investigation into building safety, construction practices and the functioning of civic authorities.

Building Owner Arrested in Rajasthan

The search for the alleged owner, Hariram Gupta, came to an end on Monday when police apprehended him in Bhiwadi, Rajasthan. According to police, multiple teams had been deployed to trace him after the collapse. Ten teams involving personnel from district police, Special Staff and other units were reportedly working on the case, with each team headed by an officer of Additional DCP rank. Police had also issued a lookout circular connected with the owner. Similar lookout notices were issued for members of his family as a precaution, so that people who may become part of the investigation could not leave the country.

Seven People Dead in Satya Niketan Collapse

The death toll in the Satya Niketan building collapse rose to seven after another body was recovered from the debris. The collapsed property was being used as a boys' paying guest facility, making the incident particularly alarming for students and their families. Among those who lost their lives was an 18-year-old student from Katni in Madhya Pradesh. His family and neighbours said he had ambitions of becoming an IAS officer. He had reportedly returned to Delhi only a couple of days before the tragedy following Raksha Bandhan. His identity was confirmed through a distinctive mark on his leg, while the family awaited the post-mortem process.

Former Residents Raise Questions Over Building Condition

The tragedy has also brought earlier concerns about the condition of the building into focus. Former residents and people living in the locality have described problems involving cracks in walls and water accumulation in the basement. One former resident recalled that the condition inside the property had been poor and said the basement frequently filled with water. Another local resident claimed that the building had previously remained vacant for a period and that residents had heard about an MCD notice concerning its condition. A student living in another nearby PG also said she had noticed cracks in her accommodation. She further recalled construction activity in the basement of the collapsed building shortly before the incident, at a time when heavy rain was being reported.

MCD Suspends Five Officials

Following the incident, the Municipal Corporation of Delhi took disciplinary action against five officials from its South Zone. The officials suspended pending inquiry include the Deputy Commissioner, Superintending Engineer, Executive Engineer in the Building Department, Assistant Engineer and Junior Engineer. MCD Commissioner Sanjeev Khirwar said the civic body would follow a strict approach towards unauthorised construction and that the building department would be held accountable wherever lapses were established. The MCD also stated that demolition orders had already been issued for several buildings in the same area during August.

Nearby Building Declared Unsafe

The collapse has created concerns about neighbouring structures as well. Officials found that an adjacent building had also become structurally weak. Temporary support using iron jacks was installed to reduce the immediate risk while authorities assessed the situation. Officials said the neighbouring structure would be demolished in a controlled manner after the debris from the collapsed building was cleared and necessary preparations were completed. Residents living in nearby buildings were evacuated as authorities assessed the safety of surrounding properties.

Rescue Operation Continued Through the Night

The Delhi building collapse rescue operation continued for hours as emergency teams carefully removed layers of concrete and other debris. The National Disaster Response Force used life-detection equipment while firefighters and other rescue personnel worked at the site. Rescuers faced additional difficulties because of the amount of rubble and water accumulated in the basement. Teams had to proceed carefully to avoid further risks to people who might still be trapped and to protect workers operating at the damaged site. According to the chief minister, around 80 per cent of the debris had been removed during the rescue operation, with work continuing in the basement area. Officials said 12 people had been rescued, while six were reported stable and receiving medical treatment at that stage. 

Injured Victims Under Treatment

Three people connected with the incident were admitted to VMMC and Safdarjung Hospital. A 19-year-old suffered minor injuries and was kept under observation, while a 26-year-old was examined and found to be clinically stable. A 47-year-old man who injured his left hand while helping with rescue efforts was also admitted for observation. Hospital authorities reported that all three patients were stable.

Delhi Government Announces Safety Measures

Delhi Chief Minister Rekha Gupta ordered inspections and strict action following the tragedy. The government said buildings used for public purposes would be subjected to stronger safety checks. A proposed policy would require buildings used as PGs, schools, nursing homes and other public facilities to undergo periodic structural audits and obtain safety certification. Authorities said unsafe buildings would not be permitted to continue such activities. The chief minister also directed officials to inspect PG accommodations and buildings in the surrounding areas. Structures found to be violating safety requirements could face sealing action. The government has also arranged alternative accommodation in college hostels for people evacuated from affected buildings and said it was communicating with the families of students affected by the tragedy.

Delhi High Court to Hear PIL

The incident has also reached the Delhi High Court, which agreed to hear a public interest litigation concerning the Satya Niketan collapse. The petition was mentioned before a bench comprising Chief Justice Devendra Kumar Upadhyaya and Justice Tejas Karia. The case is expected to bring greater attention to questions surrounding building safety, regulatory inspections and the protection of students living in private accommodation.

Demand for Safer Student Accommodation

The collapse has also renewed concerns about the shortage of affordable and safe accommodation for students in Delhi. RJD Rajya Sabha member and Delhi University professor Manoj Kumar Jha urged the government to establish a dedicated fund for public hostels. He argued that limited university hostel capacity forces many students to depend on private PGs and rental properties, where they may not have enough information about structural safety, fire preparedness, sanitation or the legal status of the premises. Jha called for a time-bound programme to expand student housing and suggested that public land be identified for new hostels. He also sought accommodation facilities for students from different social and economic backgrounds and those coming to Delhi from distant regions.

Political Reactions Intensify

The tragedy has also sparked a political debate over alleged failures in monitoring PG properties. AAP Delhi president Saurabh Bharadwaj accused the civic administration of failing to take sufficient action against allegedly unauthorised PG establishments and demanded greater transparency over property ownership in the area. These are political allegations and remain part of the ongoing debate rather than established findings of the investigation. BJP MP Tarun Chugh expressed condolences to the families of those who died and wished for the recovery of those injured. He described the incident as deeply distressing and said rescue and relief operations were continuing.
