Delhi Police Tighten Security Ahead of CJP Jantar Mantar Protest

Delhi Police have intensified security and monitoring measures in the national capital ahead of the proposed CJP protest at Jantar Mantar on October 10. Police stations across the city have reportedly been directed to keep a close watch on the movement of people towards central Delhi, particularly those travelling in organised groups. The preparations come amid heightened political activity surrounding the Jantar Mantar protest, which the Cockroach Janta Party has announced as part of its campaign against Chief Election Commissioner Gyanesh Kumar. The police have not granted permission for the proposed demonstration, according to reports published on October 7. CJP co-convenor Saurav Das nevertheless submitted a formal notice at the Parliament Street police station, informing authorities about the planned gathering. The party has said it expects to proceed with the demonstration.

Police Ask SHOs to Monitor Protest-Related Movement

According to police officials cited in the report, station house officers have been asked to identify people with alleged criminal antecedents in their respective areas and monitor their movements. The directions reportedly focus particularly on individuals whom police consider to have a history of serious offences. Officials have also been asked to determine whether groups are travelling towards New Delhi specifically to participate in the October 10 demonstration. Police officials said the objective is to remain aware of organised movement towards the protest location and prevent situations that could create law-and-order problems. The security preparations follow earlier demonstrations associated with the CJP, during which large crowds gathered in and around central Delhi.

Bus Operators and Bookings Under Police Watch

One of the significant elements of the security plan involves monitoring local bus operators. Police have reportedly been instructed to check bookings and gather information about who is hiring buses, how many people are travelling and where the vehicles are headed. The focus is particularly on organised transportation towards New Delhi. Officials want local police units to be aware of large groups arriving from outside Delhi and moving towards the central district. The measures indicate that authorities are preparing not only for people already inside the capital but also for supporters travelling from other parts of the country. The CJP has previously called on supporters from across India to travel to Delhi for the October 10 demonstration. The planned protest was announced after an earlier demonstration in Mumbai, where the organisation raised its demand for the resignation of Gyanesh Kumar.

Colleges and PG Owners Asked to Speak to Students

Delhi Police have also reportedly asked officers to communicate with educational institutions in their jurisdictions. University and college authorities are being approached with requests to discourage students from participating in the demonstration. Police have also been directed to contact owners and operators of paying guest accommodations in areas where large numbers of students live. The reported objective is to ensure that students are aware of the situation surrounding the protest and do not become part of an event that authorities fear could create a law-and-order challenge. This aspect of the police preparations is likely to attract attention because the proposed demonstration has been publicly promoted as a youth-oriented movement. The CJP has been attempting to mobilise young people around its campaign concerning electoral issues and the Jantar Mantar protest.

Delhi’s Entry Routes to Face Greater Surveillance

Police are also preparing for the possibility that protesters could enter Delhi through multiple routes. According to officials cited in the report, special attention is being given to entry points from Uttar Pradesh through the eastern and Shahdara sides, as well as routes approaching Delhi from the southwest and Rajasthan. Barricades are expected to be placed at selected entry points. The objective is to monitor the movement of large groups before they reach central Delhi. Officials are particularly concerned about organised groups arriving simultaneously, as a large influx could put additional pressure on security arrangements around Jantar Mantar and the New Delhi district.

Police Plan to Prevent Unauthorised Sit-Ins

Another major part of the security plan is preventing protesters from setting up demonstrations at locations other than the designated protest area. Police officials have reportedly instructed personnel to ensure that protesters do not sit down or stage demonstrations elsewhere in the New Delhi district if they are stopped while approaching the protest site. This follows concerns over messages circulating on social media encouraging protesters to remain at the location where they may be stopped. Authorities are therefore preparing for the possibility of protesters attempting to turn roadblocks or police stopping points into temporary demonstration sites. The approach is aimed at keeping major roads and sensitive areas around central Delhi clear.

Security Forces Deployed Around Jantar Mantar

Security arrangements around Jantar Mantar have already been strengthened. According to the report, Delhi Police have requisitioned multiple companies of Central Armed Police Forces since October 1. These personnel have been deployed around Jantar Mantar and other parts of central Delhi. Several stretches in the area have also reportedly been restricted, while thousands of security personnel have been deployed across the New Delhi area. The heightened deployment reflects the possibility of a large turnout on October 10. Police are also considering temporary detention arrangements at stadiums in case large numbers of protesters arrive, refuse to disperse and choose to court arrest.

Why Police Are Preparing for a Large Crowd

The upcoming demonstration is not the first major CJP mobilisation in Delhi. The organisation had earlier led a large agitation at Jantar Mantar over the NEET-UG paper leak issue. During that period, thousands of protesters attempted to move towards Parliament. Police used tear gas and baton charges when protesters attempted to cross multiple barricading layers. Videos circulated on social media showed incidents involving the use of force, while Delhi Police maintained that action became necessary after the protesters turned violent. The earlier confrontation has become an important part of the background to the October 10 preparations. Police are therefore taking precautions to prevent a repeat of large-scale clashes.

What Is the CJP Demanding?

The current CJP protest is centred on demands linked to Chief Election Commissioner Gyanesh Kumar. CJP founder Abhijeet Dipke announced the October 10 demonstration after the group's Mumbai protest and said supporters would gather at Jantar Mantar if Kumar did not resign. The organisation has linked its campaign to concerns surrounding the Special Intensive Revision of electoral rolls and questions about the functioning of the election process. The CJP has said the proposed demonstration will be peaceful. The protest announcement has since triggered preparations by Delhi authorities as well as activity among CJP supporters in different states.

CJP Formally Notifies Delhi Police

On October 7, CJP co-convenor Saurav Das submitted a formal notice to Delhi Police regarding the proposed October 10 gathering. Das submitted the notice at the Parliament Street police station and said the organisation had completed the required formalities. According to reports, he also said the CJP would cooperate with authorities in maintaining law and order. However, police have not granted permission for the proposed protest. Das has questioned the need for police permission for a demonstration at Jantar Mantar, arguing that authorities should focus on security, traffic management and maintaining order rather than preventing citizens from protesting.

CJP Says Protest Will Continue

The CJP has maintained that it intends to proceed with the October 10 demonstration. Earlier this week, CJP leaders also alleged that authorities could take action against some of their leaders before the protest. The organisation has said such measures would not stop its planned mobilisation. Reports have also emerged of police questioning or issuing notices to some people planning to travel to Delhi for the demonstration. These developments have added another layer to the dispute between the protest organisers and authorities. The organisation has continued to call for participation in the Delhi demonstration while describing its campaign as a peaceful movement.
