PM Modi Calls for End to Terror Funding at SCO Summit

Prime Minister Narendra Modi delivered a strong message against terrorism at the 26th SCO Summit, calling on member countries to take united and decisive action against the entire ecosystem that supports terrorism.

PM Modi's Strong Message on Terrorism

Speaking at the summit, PM Modi said the global fight against terrorism cannot remain limited to reacting after attacks take place. He stressed the need to dismantle the complete network that enables terrorism, including terror financing, recruitment, radicalisation and safe havens. Without directly naming Pakistan, Modi said countries that use terrorism as an instrument of policy or provide support and shelter to terrorists must receive a clear message. Terrorism, he stressed, cannot be treated as a strategic asset by any country.

Terror Financing Must Be Stopped

The Prime Minister placed special emphasis on Terror Financing, saying that cutting financial support is essential to weakening terrorist networks. He urged SCO members to work together against the sources that provide money, resources and logistical support to extremist organisations. According to Modi, there can be no double standards when dealing with terrorism. A united international response is necessary to prevent terrorist groups from exploiting differences between countries.

Afghanistan Important for Eurasian Security

Modi also linked peace in Afghanistan with wider regional stability. He said a peaceful and secure Eurasia depends partly on stability in Afghanistan. India, he noted, has continued providing humanitarian assistance and developmental support to the Afghan people and will maintain its commitment in the future. The Prime Minister also highlighted the wider consequences of conflicts. He said instability in West Asia can affect energy security, maritime trade and global supply chains, with developing countries often facing a greater impact.

Dialogue and Diplomacy Preferred Over War

PM Modi reiterated India's position that conflicts should ultimately be resolved through dialogue and diplomacy rather than through prolonged warfare. He said that in today's interconnected world, instability in one region can quickly create economic and security consequences elsewhere. Cooperation among countries is therefore essential for maintaining regional and global stability.

Drug Trafficking Also a Major Security Threat

The Prime Minister described Drug Trafficking as more than a conventional criminal issue. He warned that the illegal drug trade poses serious risks to young people as well as regional security. He welcomed efforts under the SCO framework to strengthen cooperation against organised crime, drug trafficking, information-security threats and other emerging challenges. Modi said the newly established mechanisms should focus on practical coordination and timely action instead of remaining limited to institutional arrangements.

India's Three Priorities: Security, Connectivity and Opportunity

Modi recalled India's vision for the SCO based on three major pillars — Security, Connectivity and Opportunity. He said these principles now need to move beyond broad statements and translate into concrete outcomes for people across the region. At a time when the world is facing uncertainty and instability, the Prime Minister said the SCO should focus on turning shared geography into shared opportunities and improving people's lives.

Connectivity and Trade Cooperation

PM Modi said India supports initiatives that connect markets, facilitate trade and create new opportunities for economic growth. At the same time, he stressed that connectivity projects must respect the sovereignty and territorial integrity of all countries. He pointed out that modern connectivity is no longer restricted to roads, railways and air corridors. Simplifying customs procedures, expanding digital documentation and improving logistics networks can also make cross-border trade faster and more efficient.

What Was PM Modi's Main Message at the SCO Summit?

The central message of PM Modi SCO Summit remarks was that countries must adopt a comprehensive approach to security. Terrorism, terror financing, drug trafficking, organised crime and regional conflicts require coordinated international responses. India's position at the summit focused on stronger security cooperation while simultaneously promoting connectivity, economic opportunities and dialogue. The SCO Summit 2026 therefore provided a platform for India to push for collective action against terrorism while highlighting the importance of regional stability, economic cooperation and diplomatic solutions to international conflicts.
