Fuel Pumps Warn They May Stop UPI Payments Above Rs 2,000

Petrol pump dealers in several parts of India have raised concerns over the revised Merchant Discount Rate (MDR) framework for UPI payments, warning that they may stop accepting digital payments above Rs 2,000 if fuel retailers are not exempted. The issue has emerged after the new MDR framework was announced for certain high-value merchant transactions. The revised system is scheduled to take effect from October 15, 2026. Petroleum dealers are seeking a complete exemption for fuel retailers, arguing that additional transaction costs would put pressure on businesses that already operate with relatively limited margins. Some dealer associations have indicated that if their demand is not accepted, petrol pumps could stop accepting UPI payments of Rs 2,000 and above and ask customers to use cash or other available payment methods instead.

What Is Changing For UPI Fuel Payments?

Under the revised framework, high-value person-to-merchant UPI transactions will attract MDR from October 15. However, fuel transactions have been placed in a special category. For UPI fuel payments above Rs 2,000, a flat MDR of Rs 5 is applicable rather than the standard 0.4% rate that applies to specified high-value merchant transactions. The charge is part of the merchant payment ecosystem and is not supposed to be directly collected from customers as a separate UPI transaction fee. The broader framework states that customers will continue to be able to make UPI payments without paying a direct transaction charge, while the MDR is borne within the merchant payment ecosystem.

Dealers Demand Complete Exemption

Petrol pump operators have asked the authorities to remove fuel retailers from the MDR framework. The All India Petroleum Dealers Association has sought a complete exemption from MDR on UPI payments made at petrol stations. Dealers have argued that fuel outlets have already invested significantly in digital payment infrastructure and that the additional cost should not be placed on retailers. The petrol pump UPI charges issue has also triggered concerns among dealers in different states, including Madhya Pradesh and Maharashtra. Dealers say fuel retailing is a low-margin business and that rising operating and compliance expenses have already increased the cost of running outlets.

Possible UPI Restriction From October 15

According to reports, some petrol pump dealers have warned that they could stop accepting UPI payments above Rs 2,000 from October 15 if the exemption is not granted. This could affect customers who regularly make larger fuel purchases using digital payments. For example, customers filling fuel for a higher-value transaction may have to check whether their local petrol station continues to accept UPI above the specified amount. The possibility of restrictions has raised concerns because UPI has become one of the most commonly used payment methods at fuel stations across India.

Dealers Say Digital Payments Reduced Cash Handling

Petrol pump operators have also pointed to the operational benefits of digital payments. Mumbai petrol pump dealers, for instance, have said that UPI has reduced the need to handle large amounts of physical cash at fuel stations. Digital transactions have also reduced concerns related to counterfeit currency, cash management and the movement of money to banks. The dealers' position is therefore not against digital payments themselves. Their main concern is the additional cost associated with the revised MDR system. The Petrol Dealers Association of Mumbai has said that dealers could continue supporting UPI if oil marketing companies agree to bear the applicable transaction cost.

What The New UPI Rules Mean For Customers

The revised system does not mean that customers will generally have to pay an additional fee every time they use UPI. The MDR is a charge within the merchant payment ecosystem. According to reporting on the new framework, customers are not supposed to be directly charged the MDR by merchants. UPI transactions below Rs 2,000 remain outside the new standard MDR framework, while certain categories, including fuel, have separate treatment for transactions above the threshold. This means that consumers using UPI at petrol pumps may continue to make regular smaller payments without the new MDR applying. The main uncertainty for fuel customers is whether individual petrol pumps will continue accepting UPI for transactions above Rs 2,000 if dealer associations proceed with their proposed restrictions.

Petrol Pumps Seek Relief Before Implementation

Dealer associations are seeking clarity and relief before the October 15 implementation date. Their argument is that fuel retailers should not have to absorb additional transaction-related costs when commissions and operating margins are already under pressure. The issue has also become part of a wider debate over the future cost structure of India's digital payment ecosystem. The revised MDR framework is intended to support the infrastructure behind digital payments, but merchant groups have raised concerns about the financial impact on businesses.

Wider Impact On Digital Payments

The development could have an impact beyond petrol stations if more merchant groups begin reconsidering their use of UPI for higher-value transactions. UPI has played a major role in India's shift toward digital payments, allowing customers to make quick transactions through bank accounts and mobile applications. However, the introduction of MDR for selected high-value merchant transactions means businesses will have to account for payment-related costs that were previously largely absent from the UPI ecosystem. For petrol pump dealers, the central demand remains an exemption for fuel transactions. The final impact on customers will depend on whether the government and relevant payment authorities accept the dealers' demand before the new framework takes effect.
